Clan Council are elected members of the clan who then have certain administrative abilities such as ranking other members when they are eligible, awarding Quest points for completed Clan Council quests or other achievements such as RP, filling the clan treasury etc.
They also represent the Clan in all matters of diplomacy and politics.
