Assuming it is not right outside the city gates (I don't recall the zone boundaries atm), the zone you're looking for would be East Tremalking. Under the Items section, Portable, there is a templated table where you can enter the item name (just the name, it will automatically wikilink it), the room name, qty there, and any notes you might want to add. Probably. While I've got some standardized pages for set-piece quests like Crier and Avdenturer, I've not really decided what to do about the many other smaller quests out there. I'm open to any ideas you might have. I know a number of game wikis will use a Quest infobox, populated with various info, and that might be an option, but I don't know the details of the captain hat quest so I can't say.
For now, just add some info here in the introduction of the item's page if you'd like. We can always change things or move stuff around later. Russ3Z (talk) 01:22, September 7, 2016 (UTC)
For now, I've moved the quest data you added to a new "Quests" subsection of the "Loads" section, and placed it within an auto-collapsed "Walkthrough" template so it only shows when opened. This is less for the purpose of a spoiler alert than to keep the page more tidy, allowing the user to view the full details if desired, but not cluttering the page otherwise. I've read it, and I can follow it. I'm just still wondering what the best format for this sort of thing is. Conceptually it might seem similar to the various smob chains (which also need pages). I'm tempted to look around some other game sites to see how Quests in general are handled. There's also the issue of how to display a load...the hat technically loads on a mob, so a page for that mob itself could (should?) have the hat, but it's still important to emphasize the Quest nature of this.
In other words I'm just still unsure what to do, but this is at least a good start for now. If you come up with any ideas let me know. Russ3Z (talk) 16:58, September 9, 2016 (UTC)

Illian Road Along the Limestone Cuesta
The Breaking is still fresh in the minds of Illianers and the physical
evidence lies to the west. A massive block of limestone has been thrust
from the earth, creating the ridge that marks the western side of the Illian
peninsula. The road continues north and south.

You get a small canoe.
Shallow Branch Of the River
The western arm of the river is a shallow ford to a midstream island. A
trickle of water flows through a log jam the the north and the deep water
of the main river channel leads to the south. The Illian road lies to the
west along a backwater levee.

You skillfully discover a hidden reedmat.
River Pirate's Hideout
This island used to be a safe haven for river traders but it's most recent
inhabitants had something more sinister in mind. Heaps of destroyed trade
items intermingle with garbage and chared animal bones. The river branch to
the west appears to be shallow enough to cross.

Ramshackled Fisherman's Hut
Bleached by the sun and coated gray with sea salt the hut just above the
high tide mark offers only a bit of protection in the fiercest of storms.
The rocky yard is filled with the debris of the ocean as well as the
leavings of the fishermen who stop from time to time.

Hidden Cove in the Breakers
At high tide this small cove is inaccessable except by boat. The crashing
surf and tumbled rocks make it a feat for only the bravest and most skilled
of sailors to attain. Backed against the cliffs it offers some small
respite from the elements. A large metal hook hangs at the ceiling of the
cove, seemingly ready for use.

The Altaran Coastline
The coastline continues to the east and west. On the west, the cliff is
sheer and climbing it would be impossible. Small rocks have tumbled down
the rock face causing some small cracks before landing on the ground
towards the north. The winds whistle, and the air is full of the salty
smell of the sea.

A crack in the rock stands out. It is a little wider and darker than the
myriad of other cracks.
You skillfully discover a hidden blackcrack.
Coastal Cave
Light from the torches in the wall shines throughout the cavern providing a
flickering, dull yellow glow. Occasionally the granite walls sparkle as the
light hits either a piece of shiny crystal or a droplet of water. There is
a noticeable smell of the sea present in the air. A strange indentation
bearing black lines in the shape of a skull can be seen.
