Update:New Seanchan officer quests.

I have put in a fresh set of "gambler" quests for Seanchan. You can find them at your local grizzled officer mob. Say "issue quest" to get a list of quests. There is one multi-stage quest that I've kept on from before, the others are all shiny and new. As with all quests, you can only do these once, unless the quest mob says otherwise.
