This is effective as of right now and ammended to the following points...
1) There are no blanket warrants allowed period, even in war. A person, regardless of clan, must first commit a warrantable offense. Some of those are breaking a law, trespassing and attacking a clan member (no being a member of a clan is NOT a warrantable offense). That means a Tower person cannot be warranted for simply being in the Tower. Report breakage of this rule to the proper clan imm. Breaking this rule will result in punishment deemed necessary by the clan imm which can include, but is not limited to, qp deduction, demotion or declanning.
2) The following quest point schedule has been revised for warring clans/factions.
Reward for a scalp of clanlevel 1-4 = 1 qp
Reward for a scalp of clanlevel 5+ = 2 qp
Because RP is the deciding reason behind war, rewards are based on clanlevel and not experience level.
3) No reciprocal warrants are allowed period. Simply meaning, if you have a Fal Dara warrant on your head and you are in the Rising Sun, when a group of Fal Dara BG come for you, you cannot warrant each of them for trying to act upon the warrant. But say an unwarranted Child attacks an Accepted that is not warranted, then the Child opens himself to a warrant to be placed on his head.
This is the revised policy after further discussion and suggestion from staff and players. We still reserve the right to remove qp rewards for war at a later date if we feel it becomes necessary. Again, if you see people breaking the listed rules, please contact the proper clan imm head.
