Setup:
Two camps, each 3 by 3 rooms. Each with a patrol and wandering mobs. Each camp is no-hide to keep rogues from getting easy CTF mob kills. Each camp has a water/blood source. Each camp has a no-channel. Each camp has a no-charge. The DS camp's no-channel is marked with one of those raven statues, the LS camp you will have to find by looking at the room name: it mentions a Stedding entrance.

Location:
North Spine, between Jimmy and the Spine entrance north-east of Cairhien.

The DS camp is 2s of the northern entrance to the Jimmy the Lizard King smob. The camp has 3 entrances/exits.
The LS camp is all east, all north, all east, north, east of Cairhine's east gate. The camp has 3 entrances/exits.

Mobs:
Each camp is equal in strength regarding mobs. The DS camp has a dreadlord, but it doesn't channel. The LS camp consists of Children of the Light, but they don't aggro channelers or wanteds.

The camps repop every 10 minutes, so you can get multiple Jaasir/Brandel kills.

Points:
Points can be earned by killing the leader of each other's camps, e.g. Dreadlord Jaasir Aslam and Lord Captain Brandel Vordarian, and turning in the scalp to your mob (Jaasir or Brandel respectively).
Points can also be earned by killing players. Give the scalp to Jaasir or Brandel so it can be counted. It only counts towards the total if you turn the scalp in. The mob will return the scalp so it can be turned in for qps the regular way after.
Finally, points can be earned by winning the mini-missions that I will run throughout the quest.

As a note: I'm logging everything, but in case my link fails or my computer dies, I'm also having the game log in every turn in, hence why you have to give pk scalps to the mobs to make them count.

Tentative points system:
CTF scalp (Jaasir or Brandel): 10 points.
PC scalp: 5 points.
Mini-mission: 5 points.

Duration: 2 hours, so until 9 pm server/EDT.

This is a trial, I hope it goes well, but it could also be horribly unbalanced. I will be asking for feedback on forums in a few days.
